Mixup with pilot boat uncovered decade of mistakes

The Transport Accident Investigation Commission has uncovered a decade of mistakes being made by pilot boats at the Port of Napier. A TAIC investigation found the Port's outward pilotage procedures have not been aligned with the appropriate rules and legislation since 2003. The error was discovered, following a mix-up between the "Idas Bulker" being laden with logs and a Napier pilot boat in August 2013. The bulker had to change the course given by the pilot vessel to safely pass a buoy and incoming ship. It was found that no-one in the Hawke's Bay Regional Council or the Port realised the procedures were in error.
