Ship waiting for emigration clearance of technical staff

For the third day in a row, the 'Zhen Hua 15' was awaiting emigration clearance for its crew to unload cranes at Vizhinjam Port. Because the technical staff was unable to secure clearance, the cranes remained on obard. Due to rough seas, the initial plans to unload them on Oct 17 were cancelled. On Oct 18 the conditions were ideal, but nothing happened as the authorities did not grant permission for the technical staff to go ashore. The ship is scheduled to leave port on Oct 21 per contract. If the cranes are not unloaded then, the port must pay a large sum for the ship remining at the berth. On OCt 18 the ship authorities submitted a letter to the Foreigners Regional Registration Office. As there is no emigration checkpoint in Vizhinjam, there were legal obstacles to issuing the permissions.
