NASCO DIAMOND 9467861

Mon Nov 15 10:15:38 CET 2010 Timsen

Liquefaction of nickel ore cargo may have been a factor in the sinking of the "Nasco Diamond" in non-threatening weather conditions. The modern supramax of the Nanjing Ocean Shipping, sank off Japan’s southern islands with 25 crew on board. Only five crew members have been accounted for, including one fatality. The four members of the crew known to have survived have told rescuers that weather conditions were calm, winds were moderate and visibility good. The vessel left Indonesia on November 4 with a cargo of nickel ore destined for Lianyungang, China. Although the cause of the vessel sinking was not clear, Indonesian nickel ore cargoes have historically proven to be dangerous because of high moisture content. This can make the cargo susceptible to liquefying with the resultant free surface liquid effect able to compromise ship stability.

The Philippine Coast Guard has joined search and rescue operations of the "Nasci Diamond" on Nov 11. The PCG directed its district office in Northern Luzon to coordinate efforts and take appropriate action. The ship was sailing towards Lian Yungang city in China from Indonesia. Japanese rescue airplanes found life rafts and some oil stain on the sea south of Okinawa of Japan. PCG approved the request of the 11th Regional Japan Coast Guard Operations Center to allow the entry of a Japanese P-3C Orion plane into the Philippine area of responsibility for the aerial search. The Coast Guard also alerted two of its ships to join the search and rescue efforts. The PCG rescue vessels BRP EDSA-Dos (SARV-002) and BRP-Nueva Vizcaya (SARV-3502) were expected to arrive in the vicinity in the next 34 to 37 hours. The Coast Guard Aviation Group (CGAC) also dispatched one of its twin engine islander plane (PCG-251) to conduct regular aerial survey in the waters of Batanes.
