Collision in the Kiel Canal
On Apr 6, 2014, at 9:40 p.m. the "Yara Embla" was in collision with the cargo m/v "Frank W" following a rudder failure of the latter in the Kiel Canal at kilometer 18 short time after having left the locks in Brunsbüttel eastbound. The LPG-tanker which was underway from Hamburg to Fredericia suffered damage at the foreship. It was allowed to proceed and berthed at the Bominflot Pier in Kiel on Apr 7 at 4 a.m. for further surveys. The "Frank W" which was enroute from Kunda to La Rochelle/Pallice was allowed to continue with slow speed and was ordered to have a tug escort from Kudensee for the further transit to Brunsbüttel in order to ensure safety in case of another rudder failure. Date and Place of detention: - 09 April 2013, Tees The vessel was detained as sixteen deficiencies were marked as ISM, which demonstrate there was objective evidence of a serious failure, or lack of effectiveness of the implementation of the ISM Code. The ISM deficiencies included several fire fighting deficiencies including self closing fire door on non-approved hold back and engine room door does not close and latch; the engine room Co2 release cabinet has two sets of instructions; the fire control plan was not as expected and there was a lack of training in the fire drill. Other ISM deficiencies included there being a lack of training in the abandon ship drill; immersion suits not the correct size to fit staff, the bilge pump suction and discharge hose not connect in rescue boat. The emergency light in forecastle does not work and the lamp in the battery locker was missing; the echo sounder showed low battery and an SRAM fault; the gyro compass is inoperative as the repeater in the steering gear shows 152 degrees whilst the bridge shows 223 degrees. The vessel did not comply with several chapters of the IGC code and a copy of the code was not on board. The Continuous Synopsis Record, Document for Dangerous Goods and muster list were found not to be as expected. Other deficiencies identified were the Certificates for personnel on tankers were missing and food was found not to be stored correctly. The vessel was released on 18 April 2013

The "Livarda" which had been sunk by the "Norrsken" on Apr 1 was towed to Haren-Ems on Apr 11 and berthed at the Kötter Yard.
