Safety zone lifted after allision

THe Coast Guard lifted the safety zone and approved a vessel transit plan on Oct 13, that allowed the damaged barge to move to a facility on the Brownsville Ship Channel to offload the diesel the barge was carrying. Response crews began to focus on recovering small pockets of remaining diesel in the Port Isabel Channel, after the unified command had accounted for a majority of the spilled product. The Coast Guard, Texas General Land Office and other state and local responders arrived quickly after the allsion of the barge which was towed by the "Capt. Jim Green" occurred and began response efforts with the barge owner to mitigate impacts from the spill and recover the diesel from the water. Miller Environmental was activated as the oil spill response organization and began cleanup operations. Other contractors were also hired to assist with cleanup operations.

Barge towed by Captain Jim Green caused small oil spill

On Oct 12, 2016, at 11:24 p.m., the Coast Guard Corpus Christi received a report that the a barge in tow of the "Capt. Jim Green" had allided with a dock at the Subsea 7 facility in the channel and started leaking oil. Additional estimates of fuel remaining in the barge were taken by an inspector, which revealed that the amount spilled was approximately 5,000 gallons (18 tons), substantially less than the preliminary estimate of approximately 20,000 gallons. Of the amount that leaked out of the damaged tank, as much as 2,000 gallons were trapped in voids inside the barge and did not enter the water. The tug berthed in Port Isabel on Oct 12. Winds were favorable throughout the day, pushing the diesel into areas that enabled responders to maximize recovery efforts. They also deployed approximately 6,000 feet of boom to contain the diesel. More than 2,500 gallons of diesel/water mix were recovered throughout the day. Significant amounts of the diesel that could not be quickly recovered will not be recoverable due to the viscosity of the product. A Unified Command consisting of the Coast Guard, Texas General Land Office and Kirby Inland Marine was established in response to the allision and diesel spill. Miller Environmental, an oil spill response organization, is currently on scene conducting air monitoring and oil recovery operations. The source of the spill has been secured.
