A collision between two bulk carriers off Port Talbot in Wales most likely occurred because mariners on Royal Oasis failed to take account of the tide, MAIB has found. In its preliminary examination into last month’s incident, the UK’s Marine Accident Investigation Branch found the Panama-flagged 161,192dwt Royal Oasis collided with Berge Atlantic as “the strength of the tidal stream had not been identified in the passage plan or discussed in a pre-departure briefing”.From the way the ship began its manoeuvre towards the pilot station, “it is most likely … that the effect of the tidal stream on Royal Oasis’s turning performance was not properly considered before it left the anchorage”, the examination said.“ Pre-departure checklists had not been used for testing equipment, and emergency procedures in the safety management system were difficult to use and not readily available.” MAIB has highlighted the deficiencies with the ship’s operator, First Marine Service of Japan.

The "Royal Oasis" docked at Port Talbot on Aug 15 night. The "Royal Oasis" had been manoeuvring to collect a pilot when she came into contact with the "Berge Atlantic" which was at anchor eight miles off Mumbles Head. Following the assessment by surveyors for the ship's owners and insurance firms, the "Royal Oasis" had been passed fit to go into port. The carrier has lots of dents and scratches to the plating above the water line, and she will be further assessed once she docks. The "Royal Oasis" was to berth once another carrier which was also delivering ore has left.
