Report into fatal accident published
A report from the Ministry of Transport concludes that the capsize of the 'Nazmiye Ana' in the Port of Castellón, in which two people died, occurred because the loading plan was incorrect and it was not authorized to carry cargo on deck. The ship capsized in just 40 seconds on May 28, 2021. In addition, in the minutes prior to loading, the weights of the transported merchandise were modified, but they were not analyzed in depth by the captain and the first officer. In the reportit is described how several days before arriving in Castellón, the charterer of the 'Nazmiye Ana' had sent the documentation related to the cargo to the captain. In that list, the weight of each container was not broken down. The ship subsequently received two separate stowage plans. In the last one, two more containers were added to the initial 25 contemplated, which was rejected by the captain. Finally, they were accepted making some changes in the disposition of the load. Analyzing the sequence of events, it can be seen that, from the time the ship arrived at the port until the loading work began in the hold, approximately 1,5 hours passed, loading starting as soon as the previous meeting had ended, which was attended by ten minutes before the representative of the consignee company MARDMESA NOATUM MARITIME. The process was very fast due to the need to load the ship in the shortest possible time, so the weight variations introduced at the last minute were not analyzed in depth by the captain and the first officer. The loading operation continued, depositing the last container on the starboard side. It was then that the ship began to list towards this band uninterruptedly until the ship finished with the keel in the sun in a time interval of about 40 seconds. The proximity of the pier slowed the speed of the turn, without stopping it. A crew member and a stevedore were unable to jump onto the pier and were trapped underwater, so a search device was deployed. The crew member's body was recovered the day after the accident occurred. The stevedore's body was recovered 12 days after the accident, once the ship was pulled out of the water. The ship was declared a total loss and was scrapped. The objective of the report tries to establish the causes and circumstances that directly or indirectly may have influenced an accident and, where appropriate, makes the relevant safety recommendations. As the report indicates, it does not prejudge in any case the decision that may fall in court, nor does it pursue the assessment of responsibilities, or the determination of guilt.
Wreck moved in Centenario Dock
The 'Nazmiye Ana', still resting bottom up at the quay in Castellón, will be hoisted in the Centenario dock, where it will be scrapped. The Castellón Port Authority has indicated that this operation will require two cranes of 600 tons lifting capacity each and a 500-ton telescopic crane. Some of the salvors of the Spanish Ardentia Marine and the Dutch Blue Tackhave arrived at the dock to begin the assembly. The dock has already been prepared to distribute the weight of the ship. The ship has been moved 150 meters along the Centenario dock, in order to facilitate the search for the person still missing on June 23. Previously the wreck has been freed of obstructions that impeded its movement, such as the hatch hinges and antennas. Divers have required thermal lances to cut these obstacles, and it took four days to remove these objects from the ship. For this, an acceleration sensor has also been provided to monitor the movement of the ship at all times and guarantee the safety of the underwater equipment. Likewise, the protection zone has been expanded with anti-pollution barriers.
Divers found two bodies
Inside the 'Nazmiye Ana', divers carried out additional underwater surveys and found the bodies of the missing two persons. The bodies were recovered and transferred to the morgue for an autopsy. The crew incident statement was taken by harbor master and attending surveyors. The salvage plan was prepared by the appointed salvage company and was under underway.
