Guarantees to be paid after collision off Algeciras
The Maritime Captaincy of Algeciras has imposed guarantees of 80,000 euros on the ‘Gloria Maris’ and ‘HMM ST Petersburg’ The inspections carried out by the safety inspectors of the Maritime Captaincy determined that there was negligence in compliance with the rules of the International Convention for the Prevention of Collisions at Sea (COLREG) on the part of the two captains and the crews of both ships behind the collision. The Maritime Captaincy of Algeciras, dependent on the General Directorate of the Merchant Navy of the Ministry of Transport and Sustainable Mobility, has ordered the detention of the ‘Gloria Maris’ and the ‘HMM ST Petersburg’. Inspections carried out by four safety inspectors from the Maritime Authority have confirmed that there were no injuries or oil spills. Repairs will be mandatory before both ships can continue their journeys. The collision had occurred about 3.5 nautical miles southeast of Algeciras. The 'Gloria Maris', which had refueled in Gibraltar, was heading to the port of Coruña with its tanks partially loaded with crude oil, while the' HMM St. Petersburg' was coming from the port of Yantian and was headed for the port of Algeciras. The container ship remained at the Exempt Dock of the Port of Algeciras as of Dec 5, and the tanker was anchored in the Alfa area. In addition to the financial guarantees and repairs, the owners of both ships must cover the costs associated with the mobilization of the rescue vessels, including the 'Salvamar Denébola' and the 'Luz de Mar'. The authorities have initiated a disciplinary procedure to determine the final responsibilities for the incident.
Container ship suffered hull breach in collision
The 'HMM St. Petersburg' docked at the Total Terminal International on Nov 3 at noon. The starboard side of the ship was damaged in the collision with the 'Gloria Maris' 9,9 nautical miles southeast from Algeciras at 5.20 a.m. and suffered a breach of several meters length above the waterline at the height of the bridge. The tanker suffered bow damage at starboard side. Human error was thought to have been behind the accident. Both ships have been detained by the Maritime Authority of Algeciras while waiting for the possible sanctions to be determined. An investigationwas carried out by inspectors of the Maritime Accident and Incident Investigation Commission (CIAIM), which depends on the Ministry of Transport and Sustainable Mobility. The CCS of Tarifa, under the direction of the Maritime Authority of Algeciras, had coordinated the response after having been notified by the 'Gloria Maris'.
