Looters on Heung A Dragon caught by Coastguard
In the morning of Nov 26, a Task Force on Crime Prevention of the Coastguard in Ba Ria - Vung Tau jointly with the Coast Guard Command Vietnam caught a group of plunderers who had tried to steal goods from the "Heung A Dragon". On Nov 25 at 9 p.m. a reconnaissance group of the Coastguard had followed four men a river boat which approached the "Heung A Dragon" and opened containers in order to steal assets which were transferred into the boat. Upon detecting the Coastguard they tried to flee towards Ganh Rai Bay (Vung Tau). The Coastguard alerted a marine patrol in Sao Mai - Ben Dinh which intercepted the group after more than an hour sea chase over more than 10 km. They conducted a search on the boat and seized 27 cartons containing Hyundai spare parts. The thieves came from Rach Dua Ward, the Hau Loc district, Thanh Hoa and Rach Dua Ward. In the early morning of the same day two more thieves were caught in Tran Van Kieu who also opened container on board the wreck for stealing rolls of fabric. Also on Nov 26, people in Vung Tau discovered many sacks washed ashore and alerted the local government. The authorities determined that it was a chemical washed out of a container missing from the ship. On Nov 25, a container containing chemicals drifted in the sea at Gio, Ho Chi Minh City. Bad weather hampers salvors
Immediately after the Vung Tau port authorities approved the salvage plan for the "Heung A Dragon", the salvage company Svitzer dispatched one crane ship with a lifting capacity of 100 tons, 1 crane with a lifting capacity of 250 tons, 4 salvage vessels, logistics and a large number of barges to the container ship. When the container removal started, the weather turned bad with rough seas, strong winds and high waves. Until the evening of Nov 22, 77 of about 600 containers were hoisted onto the barges. The cargo removal work was expected to take about 45 days.
Salvage companies contracted for wreck removal
For the salvage of the "Heung A Dragon", carrying 666 containers, including 33 containers of hazardous chemicals like cyanide, sodium hydrosunfit and nitrocellulose, 1,5 kilometers off Vung Tau, the salvage company Biển Đẹp together with Svitzer Salvage and Hai Van have beej contracted. Svitzer conducted diving surveys on Nov 11 and showed that the port side has sunk 4,8 meters into the seabed, the starboard side 1,5 meters. There was an oval hole directly below the main deck of three meters height and 9.2 m eters length. The hull is dented on a length of 7.5 meters from top to bottom where the "Eleni" struck. Unloading of containers was to commence on Nov 19. Within four days 85 containers are to be removed, within 10 days 600 tons of oil from the tanks of the ship, 14 days to remove submerged containers. The next step would be debris removal and hull patching. The tug "Sea Winner" was engaged as well as the floating crane "FCB 100". Of the containers lost overboard, rescuers have found 50 containers until Nov 18 evening, the remaining 18 were still missing.
