Half of tank contents lightered

About half of the 1.3 million barrels of crude oil stored in the FSO 'Nabarima' off Guiria, Sucre, have been transferred to an oil tanker as of Jan 17, 2021. After the alarm was first raised last October about the listing ship posing the risk of an oil spill in the Gulf of Paria, the US State Department said an intervention would not violate US sanctions against Venezuela. The 'Nabarima' has been idle for two years. The Italian oil company Eni, which has a 26 per cent stake in the Petrosucre joint venture with the PDVSA, Venezuela's state-owned oil company, prepared to assist. The PDVSA also prepared its own offload using a sanctioned oil-tanker, the 'Icaro'. On Dec 15, 2020, PDVSA had begun to transfer oil from the facility. 570,000 barrels were moved from the 'Nabarima' to the 'Icaro', which was moored nearby. The barge 'Inmaculada' was used for the transfer. The 'Icaro' finished loading 567,000 barrels of crude on Jan 17.

Crude gets shuttled to Icaro

The transfer of crude by the Venezuelan state oil company PDVSA from the 'Nabarima, which is permanently moored in the Gulf of Paria. On Dec 16, the FSO was attended by two Venezuelan-flagged vessels, the OSV 'Seabulk St. Frances' and the tug 'Mare'. The Panama-flagged tanker 'Icaro' was anchored nearby. The offload plan called for transferring crude from the 'Nabarima' onto a barge, then shuttling the barge over to the 'Icaro' which is a nonstandard ship-to-ship transfer arrangement. The process was expected to take several weeks. Reportedly, the FSO was laden with about 1.3 million barrels of crude oil. Also maintenance and repairs on the pumps and electrical motors was under way.

Crude transfer has commenced

The transfer of oil from the 'Nabarima' has reportedly commenced by the state company in the hands of the Nicolás Maduro regime. This week the first of several transfers of the floating storage and unloading facility was carried out off the Paria peninsula to the barge 'LA Immaculate'. The process will take several weeks. The barge will transport the crude oil to the tanker 'Ícaro' (IMO: 9038842). The vessel sailed towards the 'Nabarina' in the morning of Dec 15 and anchored in the Gulf of Paria. Before, the European Union offered support to remedy the storage facility, but the Nicolás Maduro regime rejected the proposal. The storage facility that has 1.3 million barrels of crude oil on board.
