FPSO to be removed ASAP
The Brazilian state-led oil company Petrobras, platform operator Modec and the National Petroleum Agency (ANP) were planning to remove the "Cidade do Rio de Janeiro" as soon as possible. The FPSO remained stable and under normal draft and slope conditions. Petrobras was in the process of decommissioning the FPSO, which has been idle since production at the field was halted in July 2018. Production risers were being disconnected from wells on the seabed when structural failures were discovered in the hull, causing a list of about 12 degrees. Petrobras and Modec hired a company to stabilize the vessel and carry out emergency offloading operations to empty the FPSO of the remaining 450 tons of crude stored onboard. The salvage team will also try to alleviate pressure on the vessel's anchor system caused by the listing ship and carry out the immediate disconnection of remaining production risers so the FPSO can be moved. The ANP created a crisis center to direct the cleanup operations. Together with the Navy and federal environment regulator IBAMA it will continue monitoring the emergency response. Modec, which operates the vessel under a lease agreement with Petrobras, will send a salvage team to the vessel on Sep 4 to assess the condition. Flights over the surrounding Atlantic Ocean showed a 6,000 liter slick close the FPSO, which remained anchored about 130 km off the coast of Rio de Janeiro in the mature Campos Basin. The slick has decreased in size after 10 support and dispersion vessels were dispatched to clean up the incident.
