Tanker released after 17 days
The "Doña Annette" was released to continue its joruney through Argentine territory, but with a change of captain after having been held for 17 days. There were intense negotiations to reach this agreement. On Nov 28 shortly after 7:00 p.m. the vessel obtained authorization to transit through Argentine waters.
Agreement for release
The Argentina Prefecture agreed to release the "Doña Annette" under certain conditions with captains who have more than 26 trips in three years. The ship will be able to navigate with its own captain and pilot, without the need for Argentine pilots. The detention of the ship for more than 15 days meant an economic loss of almost 700.000 dollars. The tanker had been arrested by order of the Argentine Naval Prefecture at the height of km 602 of the Paraná River, since Nov 11, due to an alleged breach of the requirement that two pilots of Argentine nationality have to be on board.
Tension regarding detention rising
The tension in the Paraguayan shipping sector was rising in tone due to the ongoing detention of the "Doña Annette" at kilometer 602, of the Paraná River, by the Argentine Naval Prefecture, which requires two costly Argentinean pilots to continue the trip. This was said to violate the Treaty of Free Navigation in force between both nations since 1967. The Paraguayan Maritime Company, owner of the ship, accompanied by the shipowners' association Cafym, convened a press conference at the Paraguayan Industrial Union (UIP) on Nov 15 to give details about the serious situation that arises regarding the economic damage that has been caused. He indicated that they have already lost their berth in Buenos Aires and once the ship is released will have to wait for their turn. He complained the Paraguayan Foreign Ministry did not act as it should to ensure respect for Paraguayan vessels and pilots, as well as the free navigability established in the Treaty.
