Investigation: Ship loss caused by negligence

The loss of the 'CDRY Blue' was, according to the investigators, caused by negligent conduct of the captain and two deck officers . The navigation took place in violation of safety regulations and in ways that denoted seafaring inexperience, imprudence and negligence. Also the shipping company and the company that managed theship, a total of three natural persons and two legal persons, were the subjects placed under investigation by the Public Prosecutor of Cagliari for marine environmental disaster, pollution and culpable shipwreck. The prosecutor Maria Virginia Boi closed the preliminary investigations and notified the suspects, which anticipated the request for indictment, regarding the ship's grounding, and the subsequent loss, which took place on the evening of Dec 21, 2019 in Capo Sperone, spilling a huge quantity of hydrocarbons into the sea. The 12 people on board were rescued by Coast Guard helicopters, while the wreck remained on the reef for a long time awaiting demolition and subsequent removal. The investigators of the Special Intervention Unit (NSI) of the general command of the Port Authorities of Rome carried out the investigations by the judicial police. The ship had sailed from Cagliari despite a propulsion problem, which should have convinced the captain to change course due to bad weather, but ended up running aground.

Wreck removal probably postponed

The removal of the 'CDRY Blue' at Capo Sperone in Sant’Antioco will almost certainly be postponed until April. The owner company first has to review the offers of about 15 companies that participated in the private tender which will take some time to examine. The procedures regarding environmental protection laws had only been defined a few weeks ago. The removal operation will take place under the supervision of the Coast Guard and could cost about one million Euros.

Tender for wreck removal

On Feb 3 environmental monitoring activities of the "Cdry Blue" were continued at the southwest coast of the island of Sant’Antioco with an inspection carried out from the shore due to the prohibitive marine weather conditions. On Feb 1 an inspection was carried out by the staff of the Maritime District Office of Sant’Antioco, together with the staff of the shipowner and an insurance expert. The staff got on board the 'Cdry Blue' for general checks. The owner submitted a tender to dismantle the ship on site and carry it away in pieces. The call closes on Feb 10, the methods of the work were being negotiated. The removal operations should start in April after having been approved by the Government of the region, the Coast Guard and the Municipality of Sant'Antioco. About 15 companies were invited to submit a tender for the removal The idea of salvaging the 'Cdry Blue' seemed to be excluded due to the presence of large rocks and the size of the holes in the hull.
