Hurricane Harvey: Port Condition Recovery set

Thursday, August 31, 2017, Houston/Texas City/Galveston/Freeport, United States - The Captain of the Port (COTP) has set Port Condition Recovery for the Port of Houston, Port of Texas City, Port of Galveston and Port of Freeport and connection waters effective at 1400 on Wednesday August 30, 2017. Restrictions on all vessel movement within the Houston/Galveston AOR will be managed by the Captain of the Port and promulgated by the Port Condition Team (PCT). Initial restrictions are based upon channel and Aid to Navigation surveys conducted by USCG, other Federal agencies and local public and private assets. Restrictions will be updated as further surveys are conducted and further information comes to hand. Full opening of the ports will be reliant on hydrographical surveys and removal of any potential hazards to navigation. For the Port of Texas City, Port of Galveston and the Port of Freeport, the draft is restricted to 33 feet or less. For the Port of Houston, the draft is restricted to 37 feet or less. Post storm assessments indicate severe currents and hazards on the Upper Houston Ship Channel from Morgan’s Point inbound to the turning basin. That portion of the channel remains closed for vessel movements until conditions improve and more information is obtained. All mariners are reminded to proceed with extreme caution due to strong current, debris runoff, and other unmarked hazards and missing or off-station navigation aids. Fire at Valero refinery in Texas City after lightning strikes transformer

Fire broke out at the Valero refinery in Texas City on Thursday morning, apparently after lightning struck an electrical transformer there. The fire caused transformer fuel to burn, emitting black smoke, and there were occasional flare-ups. Texas City Fire Department spokespeople said there were no injuries and there was no danger to the public but they did request non-essential personnel to stay away. Their tactic as of Thursday morning was to let the fire burn itself out. Valero, an international energy company, is headquartered in San Antonio, Texas. Its Texas City Refinery is on the Texas City Ship Channel about 40 miles south of Houston.

Texas City Y response continues: port open to traffic

The Captain of the Port of Houston/Galveston opened the bay to all traffic on Thursday 27 March after multiple clean-up assessments and input from the Texas Department of State Health Services.
